School Site Council Meeting
Minutes of October 8, 2013
Meeting was
called to order at 6:00 p.m. by Russ Painter, Principal
Members Present:
Russ Painter, Mary Vink, Cary Stolpestad, Virginia Riding, Debbie Dooley,
Brissa Quiroz, Ninette Cunnings, Dan Gallagher, Dennis Bacon, Natalie
Clark, Mendy Laval,Steve Main
Members Absent:
Amanda Rayburn, Jessica Adams
Public Communication with the Council: There were no members of the public
who wanted to communicate with the Council.
Election of Officers for 2013-14 School Year
Nominations were held and the following officers were elected:
Natalie Clark-Chairman
Dennis Bacon-Vice Chairman
Mendy Laval-Recording Secretary
Old Business
a. Enrollment/Leveling/Staffing—Mr. Painter discussed our enrollment
and staffing. We currently have 26 teachers including our lab teachers.
Our enrollment is 760 students.
b. New 2nd grade Class—Mr. Painter discussed the formation of the
3rd second grade classroom that opened about 3 weeks ago.
c. Review of Categorical Budget --The council reviewed the categorical
budgets that fund our SPSA.
d. Review of Single Plan for Student Achievement—Mr. Painter reviewed
with the council the format of the SPSA for the 2013-14 school year.
5. New Business
A. SSC Bylaws—Mr. Painter distributed copies of the SSC By-laws
to each council member for their review.
B. Test Data from CST Administration
1. CST Test Data—Mr. Painter reviewed the results of CST testing
from May, 2013. Our results were very positive and our API of 996 was
the 3rd best in California. The CST is sunseting and will not be administered
in 2014.
2. School Accountability Policy Report—Mr. Painter provided and
went over this document which provided several data points as it relates
to our school.
3. 2014 Testing –Mr. Painter discussed some of the changes in testing.
We will be using Smarter Balanced assessments in May and each student
will either take Math or ELA, but not both this year only. 2nd graders
will not be tested in this new program.
C. Implementing the Common Core State Standards—Mr. Painter discussed
the CCSS and provided the October district newsletter about the CCSS.
This is an item for future discussion.

called to order at 6:05 by Mark Topoozian, SSC Chairman.

for the March meeting were presented and approved by the council.
Public Communication with the Council: No one opted to speak to the council.

a. Safety
Update—The Council had a brief discussion of steps that have been
implemented to increase student safety.
New Business:
a. GLAS
3 Data—Mr. Painter provided the council with a summary of achievement
data from the final benchmark tests that were given recently.
b. CST
Testing Window—Mr. Painter reviewed with the council the highlights
of the CST testing window and also discussed proposed changes for the
2013-2014 school year.
c. Mr.
Painter reviewed with the council the configuration of the council for
the next school year, thanking the members who are ending their terms
for their two years of service. Next year four parent “seats”
will be up for election.

Meeting was
called to order at 6:05 by Mark Topoozian, SSC Chairman.

for the February meeting were presented and approved by the council.
Public Communication with the Council: No one opted to speak to the council.
Old Business:
a. Review
of the draft 2013-2015 SPSA. The council discussed the improvement activities
that comprise the SPSA. The SPSA was approved by the council and Chairman
Topoozian signed the signature pages.
b. CCSS
Assessment modules—Mr. Painter provided the council with three
different assessment modules that have been designed by teachers from
CORE districts. These are samples of assessments that will be part of
the adoption of the CCSS.
5. New Business
a. Categorical
budget for 13/14—Mr. Painter reviewed with the council the budget
items that make up Manchester’s categorical budget. We are no
longer a Title 1 school, having been removed from that status. The council
voted unanimously to approve the budget allocations as they were presented
to the council.
b. Parent-Family
Survey: Mr. Painter provided and discussed with the council a summary
of the results of the Parent/Family survey that was administered this
year.
c. Mrs.
Gengozian reviewed the updated School Safety Plan

Minutes of February 19, 2013
Meeting was

Old Business:
a. Bylaws
Revision –The council reviewed the revisions made to the Manchester
By-Laws and voted to approve them as amended.
New Business
a. GLAS
# 2 Data—Mr. Painter provided summaries of the schools’ performance
on the 2nd Benchmark test of the year. In both Math and ELA approximately
99% of the students met proficiency levels.
b. Common Core State Standards-Parent Pathway—Mr. Painter provided
“Parent Roadmaps” to assist in processing/understanding the
transition to the Common Core State Standards. Additional roadmaps are
available on the district web-site. These documents are provided by the
Council of Great City Schools.
c.
SPSA—Review of Format and Improvement Activities—The council
reviewed the new format of section A of the SPSA and went over the improvement
activities from the 2012-2013 SPSA. They provided input and suggestions
as to which activities should be included in the new SPSA and in what
sections they should be placed in. There was also a discussion about how
to include the implementation of the Common Core State Standards in the
SPSA. Mr. Painter will bring back a draft copy of the 2013-2014 SPSA for
the council to review at the March 19th meeting.

Minutes of November 14, 2012
Meeting was
called to order at 6:05 by Mark Topoozian, SSC Chairman.
Members Present:

Steve Main, Natalie Clark, Jessica Adams, Denis Bacon, Mary Vink, Amanda
Rayburn, Sheri Weakley

Debbie Dooley, Cary Stolpestad
The minutes
for the October 9th meeting were presented and approved by the council
as was a note about the final meeting of last year indicating that no
official school business was conducted during our no host dinner at Pismo’s
on May 30, 2012.
Public Communication
with the Council: No one opted to speak to the council.
Old Business:
a. A discussion
regarding the bylaws and public communication was held. The council decided
to form a committee to review the bylaws with a goal to address public
communication. A motion was made and approved. The subcommittee will include
Jessica Adams, Denis Bacon, and Mendy Laval. They will report back to
the site council at the next council meeting in January.
b. Mr. Painter announced to the council that our API was 998 for the 11/12
school year. This is the highest API in the state of California—a
distinction shared with 2 other schools from Northern California.
New
Business
a. Training
Video—The council watched the SSC Training Video that is provided
by the district and state that fulfills the requirement that SSC members
receive training.
The site council determined that it was appropriate to establish a site
council roster with names, email and phone numbers.
b. GLAS Benchmark Data—Mr. Painter shared data from the 1st benchmark
GLAS tests. 99.5% of our students were proficient/advanced in ELA while
98.9% were proficient/advanced in Mathematics.
c. Mr. Painter also shared results of the schools 1st writing sample.
About 10% of the students were below proficient in their grade levels
writing sample for the 1st quarter.
d. Common Core Standards—Mr. Painter shared with the council some
information regarding the impending change to the Common Core State Standards
that is happening in our district and in the state of California.

for the May 1st meeting were presented and approved by the council.
The council introduced themselves and welcomed new members Denis Bacon,
Jessica Adams and Natalie Clark.

Business:
a. Mr. Painter
reviewed our staffing and enrollment information for the 2012-13 school
year. Manchester currently has 746 students enrolled.
b. Mr. Painter reviewed our funding sources for the 2012-2013 school year
for our categorical budgets.

Public Comment:
Dr. Charles
Phillips spoke for approximately 10 minutes on a variety of random topics
including scheduling public comment, and configuration of council seating.
New
Business
a. Bylaws—The
council was given the bylaws and discussed the bylaws.
b. SPSA Goals—Mr. Painter reviewed the goals of our school as outlined
in the Single Plan for Student Achievement. These are the goals that our
“improvement activities” are to help us reach.
c. Test Data from CST Administration of 2012: Mr. Painter reviewed the
highlights of the school’s CST data that was very impressive. He
also presented a list of our 100 “Similar Schools” and highlighted
some of the demographic information of three selected schools on our similar
schools list. As of this meeting we have not received our API for the
2012 school year.
d. Safe and Civil Schools—Cohort 4; Anti-Bullying Campaign—Mrs.
Gengozian, Vice Principal shared with the council the information that
our Safe and Civil team covered at the first of three training days.
e. Parent/Family Survey; Mr. Painter shared the results of the 2012 Parent/Family
survey as well as the three year results of this survey.
